The County Commissioners Association of Pennsylvania, CCAP offers
a number of services which directly relate to
the
needs expressed by the membership which include: Best Flex, County
Managed Care Resource (COMCARE); an unemployment compensation
program (UC Trust); the Pennsylvania Counties Risk Pool providing
general liability, property, auto, casualty and crime coverage
(PCoRP); a prison inmate medical cost containment program (PIMCC);
and a workers' compensation program (PComp). The Association also
endorses the NACo deferred compensation program for county employees
(Nationwide Retirement Solutions), PELICAN, and the Pennsylvania
Local Government Investment Trust (PLGIT).
What
can COMCARE do for you?
COMCARE
provides the counties of the Commonwealth of PA a resource to
assist with the implementation and administration of managed behavioral
healthcare. The following are the programs being developed and
offered by COMCARE:
COMCARE
PRO
PRO is a
new service which offers the Department of Public Welfare's (DPW)
required stop loss insurance for high cost inpatient claims.
This coverage is offered at a competitive price with a lower attachment
point. While DPW requires that the reinsurance cover, at a minimum,
eighty percent of inpatient costs incurred by one member during one
year in excess of $75,000, COMCARE PRO will cover eighty percent of
inpatient costs exceeding $45,000.
Information
Clearinghouse
This service provides COMCARE members with a place to call for
help, share responses to RFPs, provide data to help counties negotiate
contracts, and review documents used by other counties. This includes
a website and physical library to be accessible by COMCARE members.
Technical
Consulting
Members
have access to information on consulting services in areas such
as actuarial, legal, MIS, model development, etc on the COMCARE
website.
Loan
Fund: The Loan Fund is available to counties in the
planning phase as well as during implementation of managed care.
It is designed to assist counties with cash flow problems, delays
in state reimbursements, program expansion, innovative programs,
consultant fees, data conversion, etc. Each of the COMCARE loans
are interest free.
Training
Program: When was the last time that you won something?
COMCARE offers its members an opportunity to win registration
fees, travel expenses, meals, etc. to local and national conferences
on managed care. Sponsored conferences are posted on the
COMCARE website and members can register to win online.
Winners are chosen randomly.
FFS
Data Project: COMCARE has contracted
with John Vataha to provide actuarial services for its members.
The purpose is to provide the counties not yet in HealthChoices
with a compilation of three years of fee-for-service data. Trending
and analysis is then started to help members with the development
of their Capitation Rate Calculation Sheet (CRCS).
